Missouri Senate Bill 849 and Residential Solar: What Homeowners Need to Know in 2026

We’ve received several calls from customers asking whether Senate Bill 849 will prevent them from installing solar on their homes.

The short answer is no.

SB 849 is focused on utility-scale solar projects. These are large, multi-acre solar farms designed to generate electricity for utilities. The bill does not prohibit residential rooftop solar. It does not eliminate your ability to install solar panels on your home. And it does not change the federal 30 percent solar tax credit currently available to homeowners.

Utility-Scale Solar vs. Residential Solar

There is a major difference between large utility solar farms and rooftop solar systems installed on homes and businesses.

Utility-scale projects are typically owned by large energy developers and feed electricity directly into the grid. Residential solar systems are privately installed on individual properties to offset a homeowner’s own electricity usage.

SB 849 is aimed at regulating or restricting large-scale utility solar development. It does not ban or prevent homeowners from generating their own electricity.

Can Missouri Homeowners Still Go Solar?

Yes.

Homeowners in Missouri can still:

  • Install rooftop solar systems
  • Qualify for the 30 percent Federal Solar Investment Tax Credit
  • Participate in net metering programs
  • Reduce their monthly electric bills

Nothing in SB 849 changes your legal right to install solar panels on your home.

Why the Confusion?

When energy legislation is introduced, headlines can blur the lines between large infrastructure projects and residential solar systems. We understand how that can create concern.

Our job is to provide clarity.

Residential solar remains legal, available, and protected under existing Missouri law. If you are considering solar for your home, there is no current legislation preventing you from moving forward.
